In Class Demo teaching how to get this level of detail with just a brush kit and photo bashing all the pin lights, neons and billboards, just photoshop.

Final painting , at the end I decided to change the bluish grading for a more contrasty color palette , using some of the original colors and adding a sepia filter that helped blending all together nicely.
